I find it difficult to believe that Kodak is giving up on the manufacture of color negative paper (which is apparently what Harrow produced). I suspect they will relocate production to the U.S., probably using existing facilities (much of the Rochester campus has been repurposed (there was a recent WSJ article on it) but I'm guessing there's still a lot of space available). It seems more likely to be a logistics move than anything else to me, but obviously that's speculation based on limited available data.
Any man who can see what he wants to get on film will usually find some way to get it;

All I know is that it can't be for tax purposes since it's easier to just move the head office anywhere... unless there is some re-shoring incentive I don't know about.
