From hearsay and memories of once red data sheets the IR film is supposed to be kaput, if it's "real" IR film like Kodak HIE etc.
If the color film is still usable depends on film speed storage etc. and of course of age. I use 8 years expired transparency film (ISO 100) stored at room temp without problems so far.
If unusable for your needs you might sell the films to the lomo-guys. I still have 1 roll of 20 years old Tmax3200 and liked the rotten look for some subjects. Fogs like hell, speed and contrast is down, but very impressive grain.
