Low pre-auction estimates are often a strategy to get more people involved in the bidding. It ends up driving prices higher.

He has a lot of fungus though, doesn't he?

BTW, I'm reading a book on the graphic design of the Psychedelic era and every time I see the words Haze and Fungus in close proximity to one another I get stuck singing something by the Jefferson Airplane!

I watch most of their auctions and they often describe lenses as having some haze. I think they may just be being cautious. The auction house is just down the road from me and one of these days I'll actually get to one to see for myself. Trouble is, they are always on when I'm working.
