If Kodak knows the serial numbers of the emulsions, they should know (to a pretty high degree) to whom they sold the film.  Therefore, a circular to retailers / wholesalers to recall the film and supply them with replacement fresh / unaffected film should be a priority. 

Using this film would be frustrating and inconvenient for us amateurs but potentially very costly for pros.  Kodak's reputation is also, potentially, at risk.

I guess they bought their backing paper from the same company who made the bad Shanghai backing paper a few years ago... :o
