The current administration's photo phobia? Actually, the Obama administration has been way more photographer friendly than Bush. Freedom of expression is a liberal value. It is almost always conservatives who try to shut it down. That being said, there do need to be some restrictions on photographers because the right to privacy is also an important principle (and that discussion is going to get bigger as there are moves to restrict the use of drone cameras - like in LA where paparazzi started using them to spy on subjects).

Unfortunately (or fortunately, I suppose, depending on where you come down on this), the point is moot, at least for this particular effort.

The bill was introduced on Jan 2nd, a day before the end of the 113th Congress.  Any bill introduced in one session must be passed in that same session; otherwise it is dead at the end of the session. So this bill was dead a day after it was introduced in the House. It was also submitted by a Representative who was leaving Congress, and it had no co-sponsors, so there's little to no chance it will be re-introduced in the 114th Congress that started this week.
