I haven't used stabiliser in years. I just throw out the packet that comes in the Unicolor kits. Apparently it's not even necessary for modern film stocks, and even though I usually use expired filmstocks, I find it an annoying step at the end, and it certainly doesn't affect the look of the film at the time of scanning. As to its archival value, if it's gone it's gone

one similar photo a couple of years ago at the top of a firetower in Beacon, NY, which came out a lot better. This one was taken on the roof of my apartment building.
